Many people prefer bullet points these days because of their association with short phrases and easily scanned bits of information. However, some concepts are more information dense. Trying to force bullet points to work without breaking down sections enough to effectively use short phrases isn't a winning strategy.
Using subheadings in guides to break down sections before bullets come into play can help. It's also a winning strategy to use lists to show task order as well as task importance.
For example, in a thunderstorm, your first priority would be basic physical safety, so getting out of the pool or away from tree cover would be item number one on your list of safety tips. Bringing out your flashlights wouldn't be on the same level.
